Donald Neely, A Black man that was led by a rope by two officers on horseback has sued the southeast Texas city of Galveston for 1 Million USD. The man said that he suffered humiliation and fear during his arrest.
A lawsuit filed last week in the Galveston district court on behalf of Neely alleged that the two officers’ conduct was “extreme and outrageous”.
Neely was homeless at the time and was sleeping on the sidewalk when arrested for criminal trespass.
Texas Rangers investigation determined the officers did not break the law, and Neely’s criminal charge was dismissed in court. City Officials denied comment on the lawsuit to outlets.
